Jay Hartman was born and raised in Houston, Texas. He attended Prairie View A & M University where he received a BS degree in Electrical Engineering in 1989. Jay has also obtained a master’s degree in business administration from the University of Arkansas - Little Rock (UALR) in 1999.

Jay ha trabajado para Entergy Arkansas durante 36 años en las áreas de Atención al Cliente e Ingeniería de Distribución. In his current role Jay serves as the Account Manager for the cities of Little Rock and North Little Rock. He is on the Board of P.A.R.K (Positive Attitude Reaches Kids) and served as Vice Chair of the Elder’s Board at Second Baptist Church (John Barrow) and is currently serving on the Deacon Board. Jay has been a commissioner on the Central Arkansas Water Board for over 20 years (since 2005). Jay was also named by Arkansas Business in 2003 as one of their 40 under 40 business leaders. Jay was named to the listing of the Most Distinguished Black College and University Graduates by U.S. Black Engineer & Information Technology magazine (2004). Jay was presented the President’s award by the University of Arkansas - Little Rock in 2009 for his work with the University and is a graduate of Leadership Greater LR – Class XVI.

Jay lleva 34 años casado con Exa Hartman. Exa también es ingeniera del Cuerpo de Ingenieros y tienen dos hijos, Jay (30) y Janae (24).
